New Rochelle, NY Parking Rules: Snow Removal Parking Rules (2026)

Two separate Chapter 312 provisions govern snow-related parking in New Rochelle. 1 targets routine snowfall: on any street listed in Schedule XXVIII (§ 312-99), which includes Alden Court, Avon Road, Lakeview Road, Lewis Place, Owen Road, Reyna Lane, Richmond Lane, Rock Ridge Circle and Sage Circle, no one may park once two inches or more of snow has fallen, until the sooner of the snow being cleared from that street or 24 hours passing since the snow event ended. That rule runs automatically once the two-inch threshold is met; it does not require a separate declaration.

Section 312-61 covers the more serious case: when the Police Commissioner or City Manager formally declares a snow emergency, parking is barred on the streets listed in Schedule XXIV as snow emergency streets until officials declare the prohibition terminated, and any vehicle still driven on those streets during the emergency must run on skid chains, snow tires or radial tires with effective tread, since worn or damaged tires do not qualify as snow tires under the section's own definition. 1, and the officials' declared emergency under § 312-61.

Vehicles left in violation of either section are subject to the general Chapter 312 penalties in § 312-68 and may be towed and impounded by the Police Department at the owner's expense, with the City required to notify the last known owner and any lienholder by mail before disposing of an unredeemed vehicle after 30 days.
