New Rochelle, NY Fence Regulations: Height Limits (2026)

Zoning Code § 331-16 sets the baseline: fences and walls cannot exceed four feet in a required front yard or six feet in a side or rear yard. Subsection A narrows that further in residence districts, capping any fence or wall along the side lot line at four feet from the front property line up to the building line. Subsection B raises the ceiling to seven feet for a fence or wall that separates a residence district from a nonresidence district, and Subsection E allows a 3/4-open fence up to 10 feet around tennis courts, though not inside a required yard.

Subsection D lets a fence around a public utility or government use reach six feet if solid or eight feet if at least 3/4 open. Corner lots get their own rule in Subsection J: the fence along the side yard facing a street, not the front yard, cannot exceed four feet, except where § 331-14C(1) controls at a street intersection. Retaining walls over four feet in a required yard are barred outright under Subsection C. Subsection F requires the finished, more attractive side of a fence to face the street or the neighboring property, Subsection G keeps every fence inside the property's lot lines, and Subsection I requires Historic and Landmarks Review Board approval before any fence or wall goes up in the R1-HIST Residence District.
