Yonkers, NY Sign Regulations: Digital Billboards (2026)

Article XXII, Casino Special District, added June 25, 2025 by Ordinance No. 9-2025, created Yonkers' only zoning district where a genuine digital billboard is allowed. Section 43-256, Signs, expressly supersedes the general sign standards in Chapter 43 and in Chapter 47, Outdoor Signs, for that district. Subsection C requires all building signage to use LED illumination, halo lit or face lit with acrylic faces, and flatly states flashing lighting shall not be permitted, so even within the casino district a strobing or chase-effect board is off the table.

Subsection D then authorizes digital display boards outright, but only within numeric brightness limits: 6,500 nits maximum during daylight hours and 1,000 nits maximum during all other hours, with mandatory light sensors that automatically dim output based on time of day and ambient light. Beyond the brightness cap, the Planning Board decides the location, size, refresh rate and orientation of every digital display board as part of site plan review, so there is no by-right size or placement even inside the district. Outside the Casino Special District, the older citywide rule controls: § 43-33K(1) designates billboards as distinct legal nonconforming uses, meaning no new billboard sign of any kind, digital or static, may be erected in any other zoning district, and § 43-33Q(2)(c) separately bars moving or animated signs in the OL, CM and IP Districts' business-sign standards. Together these sections make the casino carve-out the only route to a new digital billboard in the city.
