Full Breakdown

Chapter 68 of Title 26 (Los Angeles County Building Code) establishes an expedited permitting process for small residential rooftop solar energy systems installed on one- or two-family dwellings. The streamlined process applies to photovoltaic systems no larger than 10 kilowatts AC or solar thermal systems for water heating no larger than 30 kilowatts thermal. Applications may be submitted in person or electronically. Once a complete application is received, plan check review must be completed within 1 to 3 business days. The installation must comply with the Solar Permitting Guidebook (Building Code Manual 6807, Article 1), and the panel array must not exceed the maximum legal building height. If the application is incomplete, a written correction notice is issued.

Violations & Fines

If a solar installation fails inspection, subsequent inspections are authorized until the work is approved. Installing a solar energy system without the required permit violates Section 103.1 of Title 26, making unpermitted work subject to a misdemeanor penalty of up to $1,000 or 6 months imprisonment, or both, per day of violation, plus investigation fees.
