5's mandate that every city adopt, by September 30, 2015, an expedited, streamlined permitting process for small residential rooftop solar energy systems. 030. The Building Official is directed to develop and publish on the City's website a checklist of all requirements a system must meet to qualify for expedited review. Applicants submit the permit application, checklist documentation, and administrative and building permit fees to the Building Division either in person or electronically, and electronic signatures are accepted in lieu of a wet signature. Before submitting, the applicant must verify, using standard engineering evaluation techniques, that the roof support structure can carry the added wind, seismic, dead and live loads, and must verify at their own cost, using standard electrical inspection techniques, that the existing electrical system (line, load, ground, bonding wiring and panel sizing) can carry the new photovoltaic load.

A complete application that satisfies the checklist is deemed complete; an incomplete one triggers a written correction notice from the Building Official detailing every deficiency and what is still needed. Once the application and supporting documents are confirmed complete, the Building Official must administratively approve it and issue all required permits, and only a single Building Division inspection is required for a compliant system. Administrative approval of the building permit does not itself authorize grid connection: the applicant must separately obtain approval from the City's electric department before interconnecting.
