California's Solar Rights Act (Civil Code Sections 714 and 714.1) severely limits HOA authority to restrict solar panel installations in Camarillo. AB 634 further prohibits HOAs from requiring members to seek approval before installing solar panels if the association's guidelines would violate Civil Code 714.
