Under Sec. 916. Distributed generation is defined as a facility of 10 MW or less connected below 60 kV. Before energizing a system, the customer must submit the "Application for the Interconnection and Parallel Operation of Distributed Generation with the Farmersville Electric Utility System," and the installation cannot go live until FE executes the agreement and completes its inspection. FE requires a manual load-break disconnect switch, mounted separately from the meter, lockable with an FE padlock and reachable by FE staff at all times; FE can open it to isolate the system during maintenance, an emergency, or if the system is operating unsafely or affecting other customers.

Technical standards cover voltage deviation limits (automatic disconnection within 10 cycles for swings beyond plus 5/minus 10 percent sustained 30 seconds), frequency deviation (plus one-half or minus seven-tenths Hz), harmonic distortion capped at 5 percent THD under IEEE 519, and power factor held between 97 percent lagging and leading. A full paid interconnection study is waived only if the equipment is pre-certified (UL 1741-listed inverter with UL 1703 PV modules under 20 kW AC), the system will not export more than 15 percent of feeder load, and it will not contribute more than 25 percent of feeder fault current.

FE pays the customer for net excess metered kWh output at the distributed-generation buy-back rate set in the master fee schedule by the city council.
