Full Breakdown

Linn County's Unified Development Code treats rooftop and ground-mounted solar as a consumer scale accessory use under Sec. 107-117(g). Ground-mounted systems need a minor site plan reviewed by the planning and development department, and every consumer scale installation, roof or ground, needs all required permits before construction starts. Ground-mounted arrays follow the accessory-structure setback for the zoning district; roof-mounted panels follow the setback for the building type. This governs only unincorporated county land; Cedar Rapids, Marion, and the county's other cities issue their own solar permits under their own municipal codes.

Violations & Fines

Building without the required minor site plan or permits is an illegal use; the zoning administrator can order work stopped and refer the case for enforcement under Article VIII of the code.
