Polk County, IA Solar Energy: Panel Permits (2026)

The Polk County Zoning Ordinance treats home and farm solar arrays as Accessory Solar Energy Conversion Systems (ASECS) under Article 24. Section 2(A) of Division 2 lets a building-integrated, roof-mounted, building-mounted, or ground-mounted ASECS go into any zoning district in unincorporated Polk County, as long as it meets the chapter's design standards, subject to a permit from the Zoning Administrator; a separate track under Division 2 Section 2(B) applies only to utility-scale solar farms, which need a Conditional Use Permit from the Board of Adjustment instead.

For a residential or farm-scale system, Division 4 Section 1(A) requires the application to go in on the Zoning Administrator's permit form with whatever supporting information the Administrator needs to confirm code compliance, plus the ASECS application fee set by Board of Supervisors resolution. Under Section 1(B)(2), the Zoning Administrator can approve an ASECS permit administratively once satisfied it meets the zoning chapter, the rest of the Polk County Zoning Ordinance, and the county's Building Code Regulations, though the Administrator may still refer a file to the Board of Adjustment.

Once the zoning-side ASECS permit is approved, Division 4 Section 3 requires the owner to pull additional permits from Polk County Public Works before building: a building permit and an electrical permit are mandatory for every installation, an entrance permit is required if construction affects a driveway or county road access, and site plan, right-of-way, oversize/overweight, floodplain development or grading permits apply if the project triggers them. Ground-mounted systems must also meet the accessory-structure setback for the zoning district and principal use on the lot, and roof-mounted panels cannot project past the building's exterior perimeter unless the mounting is engineered to do so safely.
