Des Moines requires building and electrical permits for rooftop solar photovoltaic installations under Chapter 26. Permits are obtained through the Permit and Development Center; the process follows the International Building and Energy Conservation Codes as locally adopted.
Under Des Moines Municipal Code Chapter 26 (Buildings and Building Regulations), a building permit and a separate electrical permit are both required before installing a solar energy system on any structure. The city has adopted the International Building Code and International Energy Conservation Code by reference. Permit fees are valuation-based. Applications are submitted to the Permit and Development Center at 602 Robert D. Ray Dr. (formerly 1200 Locust St.) or online. Plan review is required for structural and electrical work. Residential solar installations are not exempt from permit requirements. State preemption does not apply to local building permitting for solar.
Work without a permit may result in stop-work orders, fines, required removal, and increased re-inspection fees under Ch. 26.
