The City of Selma requires building permits for all residential and commercial solar photovoltaic (PV) installations. For qualifying residential projects, Selma has adopted the SolarAPP+ automated permitting system developed by the National Renewable Energy Laboratory. SolarAPP+ enables applicants to receive instant permit issuance once the online application is completed and fees are paid. Eligible system types include standard solar PV, solar PV with battery storage, building-integrated solar PV, and building-integrated solar PV with storage. Projects outside these categories require a standard solar permit through the regular plan check process. For standard solar permits, the City requires submission of a site plan showing panel placement, solar building plans, Title 24 energy documentation, and a signed owner authorization form. Three free revisions are allowed on submitted plans. The City complies with AB 2188, which requires California cities to provide an expedited online solar permit application and complete review within specified timelines. A building permit and inspection are required before the system is connected to the utility grid. The Building Department conducts inspections to verify structural attachment, electrical connections, and code compliance. Solar installations must comply with the 2022 California Electrical Code, including rapid shutdown requirements for firefighter safety. Rooftop solar panels must maintain required setbacks from roof edges and ridges per fire code requirements.
Installing solar panels without a permit may result in a stop-work order and requirement to obtain retroactive permits. Noncompliant electrical work may require removal and reinstallation. Utility interconnection may be denied without a final inspection approval from the City.
