Summary

Fort Collins lets residents block door-to-door solicitors two ways: post a No Solicitation or No Trespassing sign, or register the address on the City's no-solicitation list. Solicitation is also confined to 9:00 a.m. until sunset, and violators face misdemeanor charges under the Municipal Code.

(a)No solicitor, whether commercial or noncommercial, shall enter or remain upon any private premises in the City if a "No Solicitation" or "No Trespassing" sign is posted at or near the entrance(s) to such premises. For the purposes of this provision, if an occupant of a multi-unit dwelling, as defined in Division 7.2 of the Land Use Code, wishes to prohibit door-to-door solicitation by the posting of a sign, the sign prohibiting solicitation must be posted at or near the entrance(s) to the occupant's individual dwelling.(b)This provision shall apply to all solicitation, including, without limitation, all activities that are religious, charitable or political in nature and all solicitation of newspaper or magazine subscriptions.

Full Breakdown

City Code § 15-108 makes it unlawful for any solicitor, commercial or noncommercial, to enter or remain on private premises where a "No Solicitation" or "No Trespassing" sign is posted at or near the entrance. For a multi-unit dwelling, the sign must be posted at the entrance to the individual unit, not just the building. The ban covers every category of door-to-door activity, including religious, charitable and political canvassing and newspaper or magazine subscription sales. Separately, § 15-109 lets any owner or lawful occupant register their address with the Financial Officer for the City's no-solicitation list, which the City Manager publishes online; registration takes effect 30 calendar days after the City receives the form and bars commercial solicitation at that address until removed.

Listings expire after two years unless renewed, and the City must send written notice at least 60 days before an automatic deletion. Owners can also request early removal in writing. and sunset, using the National Weather Service's daily published sunset time. Permit holders bear responsibility for checking the published no-solicitation list before sending solicitors out, since the City disclaims liability for listing errors.

Violations & Fines

Violating §§ 15-108, 15-109 or 15-115 is a misdemeanor punishable under § 1-15 of the Code, per § 15-128. Beyond fines, a commercial solicitor's permit can be suspended or revoked by the Financial Officer under § 15-121 for unlawful solicitation, following ten days' written notice and a hearing if requested within 20 days.

Frequently Asked Questions

Does a No Trespassing sign stop religious or political canvassers too?
Yes. City Code § 15-108(b) states the posting ban applies to all solicitation, including religious, charitable and political activities and newspaper or magazine subscription sales, not just commercial sales.
How long before my no-solicitation registration takes effect?
Thirty calendar days after the Financial Officer's office receives your registration form, per § 15-109(a). Until then commercial solicitors may still lawfully approach your door.
What hours can solicitors legally knock in Fort Collins?
Only between 9:00 a.m. and sunset as published daily by the National Weather Service, under § 15-118. Knocking outside that window violates the Door-to-Door Solicitation Ordinance regardless of a sign or registry status.
