Fort Collins, CO Soliciting & Door-to-Door: Solicitor Permits (2026)

City Code § 15-110 requires any person seeking to engage in commercial door-to-door solicitation to obtain a permit from the Financial Officer and pay the permit fee before starting. The permit is issued in the applicant's name, and the permit holder must give a copy to every solicitor working under it, ensure each wears a visible identification badge naming the employer, permit holder or business, and ensure compliance with the permit's terms. The Financial Officer must issue the permit within ten business days of receiving a complete application unless it is denied under § 15-115.

Under § 15-111, the application is a sworn affidavit covering the applicant's business address and phone number, legal status and Colorado Secretary of State standing, a description of the solicitation activity, an agent for process if the applicant is a foreign corporation, and proof of a valid City sales and use tax license. Applicants pay a nonrefundable fee set by the Financial Officer to cover processing costs. Section 15-112 sets the permit term at two years from issuance; renewal applications are due at least 30 days before expiration or the permit lapses.

Permits cannot be transferred to another person under § 15-119, and § 15-115 requires denial if the applicant made a material misrepresentation or failed to obtain or pay for a required sales and use tax license.
