Highlands County, FL Soliciting & Door-to-Door: No-Knock Registry (2026)

Article V of Chapter 7, adopted by Ordinance No. 93-1, defines soliciting as taking or attempting to take orders for goods, merchandise, personal property or future services, and peddling as selling or offering to sell goods, wares, meats, fish, vegetables, fruits, garden truck, farm products or provisions, whether or not the person carries a sample. Section 7-111 makes it unlawful to go onto a private residence for soliciting or peddling if the residence displays a sign near the entrance reading 'No soliciting,' 'No peddling,' or words of similar meaning; a posted sign alone is enough to bar entry regardless of whether the resident is home.

Section 7-112 separately makes it unlawful for a solicitor or peddler to remain on the premises, or to return after leaving, once the occupant has asked the person to leave, which covers homes without a posted sign. or after sunset of any day, regardless of whether a sign is posted. None of the three sections requires solicitors to register with the county or carry a permit; instead they regulate where and when uninvited door-to-door contact is allowed. The article does not carve out exceptions for charities, political canvassers or school fundraisers, so the hours and posted-sign rules apply uniformly to anyone soliciting orders or peddling goods at a private residence in the county.
