National City, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 10.22.060 of the National City Municipal Code governs commercial door to door solicitation and sales of merchandise. The section does not create a do-not-knock registry and does not set a clock-hour window for visits. The household's control is a posted sign, plus the one-minute limit and the duty to leave on request. Subsection D makes entry onto private property that is clearly posted against trespassing, solicitation or peddling a violation. Subsection H caps a visit at one minute or the time actually necessary to consummate a sale of merchandise, whichever is greater, and subsection I requires vendors to leave private property immediately when the property owner or agent asks.

The paperwork rules come first. A sole proprietor carries the original of a current business tax license issued under Chapter 6.04, an employee carries a photocopy, and each employee also carries a letter of identification from the employer authorizing the employee to represent it. A photo identification card, such as a driver's license, must be carried to verify both. Sales or display of merchandise on public sidewalks is prohibited unless permitted under Chapter 13.30, sales of merchandise that requires refrigeration, including eggs, are prohibited, and handbills must be placed so the elements cannot blow them away as litter.

Section 10.22.020 bans soliciting or selling to people in vehicles from the public right-of-way, and section 10.22.030 bans solicitation in commercial parking areas outside owner-authorized zones where the owner has filed a written policy with the city manager and posted the required notice. Section 10.22.045 limits vending from vehicles on public streets to fully stopped sales at a customer's request, for a total not to exceed ten minutes at that location or at any immediately succeeding location within three hundred feet of the former location.
