York County, VA Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 18.2 defines "solicit" and "solicitation" at Sec. 18.2-1 as going house to house carrying, offering or taking orders for goods, wares, merchandise, subscriptions or services. That same section exempts sellers of fresh farm products, newspaper deliverers, persons visiting at the owner's invitation, route deliverymen making only incidental solicitation, political canvassers, minors 18 or under doing yard work for a household, debt collectors, state-licensed insurance or professional agents, and identified members of nonprofit religious, civic or charitable organizations. Within that scope, Sec. 18.2-2(b) bars a solicitor from ringing a bell, knocking, or otherwise attempting to gain admittance at a residence displaying a "No Peddlers or Solicitors" sign or words of similar import that is painted, affixed or otherwise exposed to public view.

Sec. 18.2-2(c) confines solicitation hours to between 9:00 a.m. and a half hour before sunset and bans it entirely on Sundays, unless the resident has made a specific appointment or extended an invitation. Solicitation is also barred outright on county property, including parking lots, Riverwalk Landing, parks and playgrounds, and within ten feet of a handicapped parking space or access ramp, under Sec. 18.2-6. The Sheriff keeps a five-year record of all permits issued under the chapter per Sec. 18.2-3.
