Bayonne, NJ Soliciting & Door-to-Door: Solicitor Permits (2026)

Bayonne City Code Sec 4-3.1 defines a solicitor or canvasser as anyone traveling house to house, street to street, or place to place, on foot or by vehicle, taking or attempting to take orders for goods, wares, merchandise, or future services, with or without carrying samples or accepting advance payment, and the definition also reaches pollsters, surveyors, and distributors of handbills or advertisements. Section 4-3.2 makes it unlawful to engage in this business within the City without first obtaining a license, and requires a solicitor to show the license automatically, without being asked.

Section 4-3.4 requires the application to state where the goods are manufactured or produced, where they are currently located, and the proposed method of delivery, on top of the general application information required by Sec 4-1.2. Section 4-3.5 sets the license fee at $50. Section 4-3.3 exempts charitable solicitors and those distributing noncommercial literature for a charity, government agency, or political candidate from the fee, though such persons must still register with the Chief of Police before soliciting. Section 4-3.6 further limits when any soliciting or canvassing may occur.
