TCA 47-18-701 through 47-18-707, the Home Solicitation Sales Act, requires sellers conducting in-person transactions of $25 or more at a buyer's residence to provide written contracts in the buyer's language, conspicuous Notice of Cancellation, and a three-business-day right to cancel. Sellers must inform buyers orally and in writing of cancellation rights. Local governments retain authority to require solicitor permits, background checks, and identification badges. Charitable, political, and religious solicitations are generally exempt from sales-act provisions but remain subject to local permit ordinances under U.S. Supreme Court limits.
Violating the Home Solicitation Act is an unfair trade practice under the Tennessee Consumer Protection Act with civil penalties up to $1,000 per violation.
