A. 45:24-1 et seq. Applicants pay a nonrefundable application fee under Chapter 215, then, if approved, an additional annual fee: $100 for the application itself (§ 215, Fees, item I(1)), plus $25 per year for solicitors and canvassers (§ 349-16, echoed at Fees item J). Section 349-4 requires the Municipal Clerk's application to list the applicant's ID, planned dates, number of representatives, goods or services offered, any prior peddling-related convictions, and the specific route or neighborhood to be canvassed. The Chief of Police then investigates the applicant's moral character under § 349-5 and must approve or deny within 14 days, denying only for moral-turpitude convictions, prior ordinance violations, fraud, breach of solicited contracts, or concrete evidence of bad character; a denied applicant can appeal to the Township Council within 14 days under § 349-5D.

Licensed solicitors must wear a Clerk-issued badge reading "Licensed Solicitor" at all times while working (§ 349-8), and licenses expire April 30 each year (§ 349-7). The Chief of Police can suspend a license for up to 10 days pending revocation, or revoke it after notice and hearing, for fraud, chapter violations, or conduct menacing public health or safety (§ 349-6). Exempt from the license entirely are nonprofit vendors, honorably discharged veterans and exempt firefighters with state peddler's licenses, and regulated public utility employees (§ 349-3C).
