Herndon, VA Soliciting & Door-to-Door: Solicitor Permits (2026)

Herndon regulates commercial door-to-door solicitation through a permit system consistent with Virginia Code Section 15.2-1135 and the Supreme Court ruling in Watchtower Bible & Tract Society v. Village of Stratton (2002). Commercial solicitors (peddlers, magazine sellers, home improvement canvassers) must apply for a solicitor permit, submit to a background check for disqualifying criminal history, and carry a Town-issued identification card while canvassing. Permit fees support administrative costs, and permits are typically valid for 90 days to one year. Religious canvassing, political speech, charitable solicitation by registered 501(c)(3) organizations, and noncommercial expression are generally exempt from permit requirements under First Amendment protections, though they may still need to register their presence.
