Summary

Anyone canvassing or peddling door to door in Jefferson Parish must first get a $2.00 permit from the Sheriff's Office sales tax division. Even permit holders can't knock between 8 p.m. and 8 a.m. without a prior appointment, and breaking that curfew gets the permit revoked for good.

These county ordinances apply to unincorporated areas of Jefferson Parish. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Sec. 22-28. Required. No house to house canvassing or salesmen or salesladies shall solicit and/or peddle door to door without first having obtained from the sales tax division of the sheriffs office a permit for such solicitation and/or peddling or canvassing. Sec. 22-16. Hours. Even after the obtaining of the permit, no permittee under this article shall solicit and/or peddle door to door and/or conduct any house to house canvassing or solicitation between the hours of 8:00 p.m. and 8:00 a.m., except as made by appointment. Sec. 22-29. Fee. The permit fee under this division shall be two dollars ($2.00) for each partnership, company, corporation or individual operating a sole proprietorship.

Full Breakdown

Sec. 22-28 requires house-to-house canvassers, salesmen and saleswomen to obtain a permit from the sales tax division of the Jefferson Parish Sheriff's Office before soliciting or peddling door to door anywhere in the parish; going out without one is unlawful regardless of what is being sold. Sec. 22-29 sets the fee at a flat two dollars, charged per partnership, company, corporation or individual sole proprietor rather than per salesperson, so a company with multiple canvassers covers them all under one business permit. Sec. , unless the visit was made by prior appointment with the resident.

Sec. 22-30 gives that curfew teeth: if a permit holder solicits or canvasses during the restricted hours without an appointment, the permit is revoked immediately, and the ordinance bars that same solicitor, salesman, saleslady or canvasser from ever obtaining another permit afterward. Read together, these four sections in Article II, Division 1 and 2 mean Jefferson Parish treats an after-hours knock as a permanent disqualifying offense rather than a fine-and-continue violation, distinguishing it from most other permit schemes in the Code. S. 37:359(C) governing the licensing of peddlers and itinerant vendors, cited in the division's footnote.

Violations & Fines

Soliciting door to door without first obtaining the Sec. 22-28 permit is a Code violation subject to the general penalty in Sec. 1-10: a fine of up to $1,000, up to six months imprisonment, or both. A solicitor who already holds a permit but works outside the 8 a.m. to 8 p.m. window without an appointment loses that permit immediately and is permanently barred from getting a new one, per Sec. 22-30.
