Layton, UT Soliciting & Door-to-Door: Solicitor Permits (2026)

LMC 5.12.050 makes it unlawful, unless registered, authorized, permitted, or exempted under the chapter, to be on private property or at a residence for home solicitation sales or to provide goods or services door-to-door. LMC 5.12.060 requires anyone wanting to solicit door-to-door to submit a completed application to the licensing officer and obtain a certificate before doing so. LMC 5.12.070 spells out what that application must contain: the applicant's true legal name and any aliases used in the last 10 years, home and mailing address, in-person photo ID verification (a driver's license, passport, state ID card, or military ID), proof of registration with the Utah Department of Commerce, a special events sales tax number, and, under 5.12.070(7), an original or certified BCI background check dated within the last 180 days plus a signed waiver letting the City pull the applicant's name and date of birth under Utah Code 53-10-108(1)(b).

The applicant must also affirmatively disclose disqualifying history: convictions or pending charges for felony homicide, abuse or exploitation of an adult or minor, drug distribution, or sexual offenses; any felony conviction within 10 years; incarceration within 5 years; certain misdemeanor convictions within 5 years; a civil fraud judgment or injunction within 5 years; active parole, probation, or protective-order status; an outstanding warrant; or two or more convictions for trespass, voyeurism, property crimes, or chapter violations. The application also requires the Consolidated Fee Schedule fee, an oath under penalty of perjury, and two 1.5-inch photographs.

LMC 5.12.040 exempts prior-order deliveries, prior-requested service calls, religious or political canvassing, charitable-organization representatives (including school-approved student fundraisers), and de minimis solicitation under $20, though exempt solicitors remain bound by the no-soliciting sign rules in 5.12.170 through 5.12.190.
