Leominster, MA Soliciting & Door-to-Door: Solicitor Permits (2026)

Worcester County does not license solicitors — regulation is entirely municipal because county government was abolished in 1998. The City of Worcester License Commission requires hawkers, peddlers, and door-to-door commercial solicitors to register, undergo a Worcester Police Department background check (CORI per MGL c. 6 §167-178B), and carry a visible identification badge while canvassing. Worcester Revised Ordinances limit soliciting hours to 9:00 AM to 9:00 PM with additional restrictions for minors. Applicants pay a fee (typically $25-$100 for 30-90 day permits). Massachusetts has a state-level 'Hawker and Peddler' license under MGL c. 101 §§13-34 administered by the MA Division of Standards, which is required in addition to local permits for most transient merchants.
