Pomona, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Pomona requires a quarterly solicitor's license before anyone may engage in the business of solicitor within the city, per Sec. 30-631, covering any person who travels by foot or vehicle to sell merchandise, magazines, food, or services door to door. Sec. 30-632 requires a sworn application filed in duplicate with the business license division disclosing the applicant's name and both legal and local addresses, the nature of the business and goods sold, the employer's name and address if applicable, how long the license is sought for, a description and license number of any vehicle used, a two-inch by two-inch photograph taken within the prior 60 days showing head and shoulders, and a sworn statement of any prior criminal convictions other than minor traffic violations, including the offense and penalty.

A processing fee is due at filing. Sec. 30-633 sends the original application to the chief of police for a criminal history investigation, which may include fingerprinting, while the duplicate stays on file with the business license division. The business license division then decides on objective facts from the application, the police report, and any other evidence, denying the license if the applicant's moral character and business responsibility are unsatisfactory, and its decision is final. Sec. 30-634 caps every license at the calendar quarter in which it was issued, so it expires on the last day of that quarter regardless of when during the quarter it was granted, meaning a solicitor who wants to keep working must reapply and pay again each quarter.
