§ 43-17-5, or exempt under § 43-17-9, to obtain a permit before soliciting contributions from motorists on county streets and highways. Applications go to the sheriff in writing at least 30 days before the event and must list the organization's name and eligibility proof, the proposed dates and times, every participant's name and address with a signed indemnification affidavit, the approved four-way stop locations, and the applicant's contact information (§ 74-32). The sheriff or a designee has exclusive authority to grant or deny the request based on whether the solicitation would interfere with the normal, safe use of the streets and whether the application's criteria are met, and may attach conditions such as limited hours or a cap on participants per intersection (§ 74-33).

During an authorized solicitation, every participant must wear an orange reflective vest and an identification tag showing the charity's name, and the applicant must post warning signs at least 500 feet ahead of the solicitation location (§ 74-34). The sheriff can revoke any permit outright if the solicitation departs from the permit's terms, violates another county ordinance or state law, or endangers public safety (§ 74-35). This article only covers roadside charitable canvassing at intersections; it does not set a separate license fee schedule for general commercial peddling.
