Spalding County, GA Soliciting & Door-to-Door: Solicitor Permits (2026)

Sec. 6-9002 makes it unlawful to engage in business as a solicitor or canvasser calling on residences in the unincorporated area without first registering with the Spalding County Community Development Office and paying the applicable regulatory fee. Registrants must furnish name, permanent address, signature, employer, the products sold and their method of operation, and consent to a GCIC/NCIC criminal history check, plus fingerprinting and a photograph taken by a county employee. The Community Development Office collects a $100 fee per registration, issues a registration card valid 90 days that must be carried and shown at every stop, and can renew it for another 90-day period within the same calendar year without a new investigation or fee (Sec.

6-9002(1)). No card is issued to an applicant with a pending charge or conviction for a crime of moral turpitude, assault and battery, fraud and deceit, or a sexual offense. Religious and charitable solicitors get a lighter track: they still register and are issued an identity card, but pay only a $1.00 processing fee and are not fingerprinted or photographed, provided they show proof of tax-exempt status (Sec. 6-9002(3)). Political and religious canvassing that does not solicit orders, sales or subscriptions is exempt from the whole section (Sec.

6-9002(5)). A registration can be suspended or revoked by the Board of Commissioners, revenue collection officer, business license director or sheriff for a violation of the article or any state or federal law (Sec. 6-9002(4)).
