Taylor City Code § 36-46 makes it unlawful to operate any vehicle engaged in vending, peddling or hawking upon the city's streets without first obtaining a license, and the surrounding license division extends the same requirement to peddling generally, since Sec. 36-48(3) requires every applicant to state their 'proposed method of hawking or peddling, whether on foot, by handcart, bicycle, truck or otherwise.' Sec. 36-47 bars issuing a license to anyone convicted of a felony or of a misdemeanor involving sexual deviation or moral turpitude, unless the mayor and city council specifically order the city clerk to issue one anyway.

Before a license issues, Sec. 36-50 requires the applicant to be fingerprinted by the police department and investigated for business responsibility and moral character; the chief of police can disapprove the application in writing, or approve it and return it to the city clerk for issuance. Sec. 36-51 requires a bond, in an amount set by city council resolution, conditioned on the licensee's compliance with the article and payment of any fines or damages. Every license expires at midnight March 31 following issuance under Sec.

36-56, and Sec. 36-57 lets the chief of police or city council suspend or revoke a license for any ordinance violation. A refused, suspended or revoked applicant can appeal in writing to the city council within ten days under Sec. 36-58.
