Livonia requires a permit for door-to-door commercial solicitation. Permits are issued by the City Clerk after a background check and include ID badge requirements.
Livonia Code Chapter 5.44 requires any person engaging in door-to-door commercial solicitation, peddling, or transient sales within the city to obtain a Solicitor Permit from the Livonia City Clerk. Applicants must submit photo identification, a description of the goods or services offered, the employer or sponsoring organization, vehicle information, and consent to a background check through the Livonia Police Department. Permits are typically issued for 30 to 90 days and must be carried on the solicitor at all times along with a city-issued ID badge visible to the homeowner. Allowed hours for solicitation are 9:00 AM to 8:00 PM, and earlier sundown in winter months. Solicitors must immediately leave any residence that displays a No Soliciting sign or verbally requests them to leave; ignoring such requests escalates to trespass. Political canvassers, religious organizations, and charitable groups are exempt from the permit requirement under First Amendment protections but must still observe hours and No Soliciting signs. Permit fees are modest; operating without one is a misdemeanor.
