Permit Required. No person, business or organization shall engage in solicitation on any public street or highway in Vanderburgh County without an Event Permit. Charitable organizations may engage in solicitation on any public street or highway in the County if such organization obtains an Event Permit pursuant to this Ordinance. Persons, businesses and organizations that are not charitable organizations as defined in this Ordinance are not eligible to receive an Event Permit for solicitation. An Event Permit shall be obtained from the Sheriff.

Any violation of the Ordinance immediately revokes the permit under § 5.16.070(A), and the Sheriff may also revoke it at his or her discretion on a mere charge of a violation or awareness of unauthorized activity. A first violation bars the offender from receiving another permit for two years; a second violation bans the person, business or organization from soliciting in Vanderburgh County entirely. The County Attorney may seek injunctive relief, civil fines and attorney's fees in Superior Court.
