Chapter 5.06 sets out Walla Walla County's own procedure for licensing peddlers and hawkers under the authority of RCW Chapter 36.71, which Section 5.06.005 adopts by reference. Section 5.06.010 defines a "hawker" as someone selling goods at auction, public outcry, or from a traveling cart or pack, and a "peddler" as someone going house to house selling goods other than their own farm products, books, periodicals, or newspapers. Section 5.06.020 makes it unlawful to peddle or hawk anything of value outside the corporate limits of any city or town in the county without first obtaining a license from the Community Development Department, though the chapter carves out casual sales, nonprofit and charitable groups, farm product sellers, book and newspaper vendors, Fair and Frontier Days vendors, and fundraising for schools and churches.

Section 5.06.030 sets the license fee at $25.00, payable to Community Development at the time of application and nonrefundable, and requires peddlers specifically to post the $500.00 deposit RCW 36.71.020 requires. Section 5.06.040 makes a peddler's license good for one year and a hawker's license good for five years, both running from the date of issuance unless revoked. Section 5.06.050 requires a written, sworn application describing the business, the goods or services offered, proposed hours and areas of operation, and the names of everyone with an ownership interest, submitted to Community Development before a license issues.
