City Code Chapter 20, Article I makes it unlawful to "act as a food vendor, hawker, peddler or solicitor" without a license issued by the Director (§ 20-3). Applicants file a written application on a City form disclosing the number and kind of vehicles used, the goods or services offered, the applicant's name, address and age, any firm represented, and the length of license desired, plus a Director's certificate that any weighing or measuring devices are examined and approved (§ 20-4). Once approved, the Director issues an annual or daily license; the license may not be assigned, and both the holder who lets someone else use it and the person who uses another's license are guilty of a violation of the article (§ 20-5A).

Lost or destroyed licenses, badges or vehicle plates can be replaced for a $12 fee. Anyone refused a license, or whose license was revoked, must wait at least six months before reapplying unless the original reason no longer applies (§ 20-5B). 50, calculated to cover background check, processing and materials costs, and increases 5% every year (§ 20-6D). Every solicited order taken with an advance payment or deposit must be written in duplicate, stating the terms and amount paid, with one copy given to the purchaser at the time of payment (§ 20-8).

Every licensed vehicle must display the licensee's name, business address and phone number in letters at least two inches tall on both sides of the vehicle (§ 20-7). A violation of Article I is a Class II offense under § 20-36A.
