Applicants file a written application on a City form disclosing the number and kind of vehicles used, the goods or services offered, the applicant's name, address and age, any firm represented, and the length of license desired, plus a Director's certificate that any weighing or measuring devices are examined and approved (§ 20-4). Once approved, the Director issues an annual or daily license; the license may not be assigned, and both the holder who lets someone else use it and the person who uses another's license are guilty of a violation of the article (§ 20-5A).

Lost or destroyed licenses, badges or vehicle plates can be replaced for a $12 fee.
