Block parties as defined herein, provided that a street closing permit must be obtained from the police department at least ten business days prior to the block party. Fort Smith City Code § 24-201 defines a block party as a festive gathering on a residential street that closes the street to traffic for barbecues, picnics, music, games, or dances. Unlike other special events, a block party doesn't need the full special-event permit under § 24-201(d), but it isn't unregulated: § 24-201(d)(4) requires the organizer to get a street closing permit from the police department at least ten business days before the event, and the chief of police can refuse the permit outright if he decides, in his sole discretion, the closure does more harm than good.
