A block party still falls under the citywide special event permit requirement in section 25-156: it is unlawful to organize one without first getting a permit from the city secretary. Because Killeen's ordinance sorts events into four tiers based on scope and impact, a block party that fits the Tier 1 description, limited residential closures initiated by and meant only for nearby residents, and no more than one hundred expected attendees, skips the higher insurance minimums that sections 25-156(2) through (4) require of Tiers 2 through 4; the article does not list a mandatory coverage floor for Tier 1.

The city manager or designee can still reclassify a block party into a higher tier under section 25-156 if public safety history or documented risk factors justify it, which would trigger the heavier insurance and timeline requirements of that tier.
