Section 25-142 defines a special event broadly enough to reach a street fair by name, listing carnivals and festivals among the covered activities, and it flags several fair-specific triggers that pull an event into the permit system even at modest size: commercial sale of merchandise, food, or beverages on city property, erecting tents, canopies, or temporary structures, installing a stage, trailer, or bleachers, and placing portable toilets on city land. Section 25-172 requires any tents or canopies at the fair to comply with the city's separate rules on commercial or business use of tents and bars a vendor's tent from blocking a business storefront or residence without that owner's express permission.

Section 25-173 makes every food vendor answerable to the city's food and food establishment ordinances and all applicable state law, on top of the special event permit itself. Section 25-171 requires that any amusement ride or attraction at the fair meet state and local safety rules and that the organizer supply copies of its inspection reports.
