020 defines a block party as any gathering or event on a residential street requiring closure of the street, or part of it, to vehicular traffic, covering parties, dances, concerts, barbecues, games, exhibits, shows and rallies. 030(C) sends every street-closure application to the Public Works Department rather than the Parks Department or Administrative Services. The public works director sets the boundaries of the closure, balancing the event against public health, welfare and safety, and coordinates the permit with any other agency whose jurisdiction the closure touches.

Applicants must submit a completed application with the permit application fee, established by city council resolution, before the application is considered filed. 210 requires the applicant to carry comprehensive general liability insurance with a combined single limit of at least $1,000,000, naming the city, the community redevelopment agency and the community services district as additional insured, filed at least 30 calendar days before the event.
