38's special event permit scheme governs street fairs and festivals the same way it governs any other event held wholly or partly on public streets, sidewalks, alleys or city property. 300(A) gives the permit holder or event organizer, not individual sellers, the right to control and regulate who sells goods, food and beverages within the fair's venue. Under subsection (C), it is unlawful for any person to sell or offer to sell goods, food or beverages at the fair unless the person is authorized by the permit holder or organizer, displays that authorization in the manner the permit requires, and displays a valid city business license in the manner the permit requires.
