30 defines an "outdoor festival" as any music, dance, rock or similar musical activity with paid or amateur performers or pre-recorded music, held outside a permanent building constructed for such use, and open to the public for a charge or free. 94 and a City license. 030 requires the written application to reach the City Clerk at least 60 days before the event, accompanied by a nonrefundable $500 investigation fee.
