Under Rockville City Code § 12-151, any block party, parade, marathon run, or other event that interferes with public use of a street, sidewalk, or public way requires a license from the City before it can be held. A license fee is due before issuance, each license states its own expiration, and licenses are not transferable (§ 12-152). As a condition of issuance, the City may require the organizer to hire special deputy sheriffs, licensed security officers, or other security personnel to keep order (§ 12-153), and the licensee must control the event to prevent disorderly conduct (§ 12-161).
