" Because Section 4-20-100 lists "block party" as one of the four types of "Activity" regulated by the chapter, organizers must get a permit under Section 4-20-105 before closing any part of a street, just as parade or assembly organizers must. The application under Section 4-20-115 must be filed at least 96 hours in advance and disclose the organizer, the date, time and location, expected number of participants, and whether the block party will occupy all or only part of the street. What sets block parties apart is Section 4-20-145(j): the Chief of Police may condition the permit "on notice and approval by 50% of the residents of dwellings along the affected street(s)" before it issues, on top of the general conditions available for any activity, such as barricades, cleanup requirements, insurance, and restrictions on amplified sound.

The Chief must otherwise issue the permit unless one of the denial grounds in Section 4-20-120 applies, such as a conflict with traffic safety or emergency access. A denial can be appealed to the City Manager within two working days under Section 4-20-140.
