Taylorsville, UT Special Events & Permits: Block Party Permits (2026)

Section 14.56.030 of the Taylorsville City Code defines a BLOCK PARTY OR NEIGHBORHOOD GATHERING as a gathering of one or more adjacent neighborhoods for the primary purpose of socializing and interacting with neighbors, which requires the partial or full closure of a city street and does not qualify as a mass gathering. Section 14.56.040 makes it unlawful for any person or entity to promote, advertise or hold a special event, which by definition includes a block party, without first obtaining a special event permit and paying any required fees.

Section 14.56.060(A)(10) adds a block-party-specific requirement: the applicant must collect and submit with the application a list of signatures consenting to the street closure from every neighbor whose vehicular access is affected. Applications generally must be filed at least 30 and no more than 365 calendar days before the event under section 14.56.060(B). Section 14.56.090(D)(4) exempts block parties and neighborhood gatherings from the special event permit fee, and section 14.56.110(B)(4) exempts them from the certificate-of-insurance requirement that otherwise applies to special events. A violation is a misdemeanor under section 14.56.140, referencing the citywide penalty in section 1.08.020, and the city may also stop an unpermitted event and cite participants under other traffic, nuisance or trespass ordinances.
