Under the Albuquerque Free Expression and Parade Ordinance (AFEPO), no person may conduct a special event -- including a parade, organized public gathering, or public assembly needing at least three prearranged city services such as street closures, barricades, police protection, or a noise permit -- without a permit from the Administration (the Mayor or designee). Completed applications must be filed at least 11 business days before the event; the city must act within 10 business days. Applicants pay facility/service fees and must carry proof of insurance unless the Risk Management Division grants a waiver. Public assembly permittees are exempt from paying for police, fire, or EMS protection.
