735. 105 requires an organizer to obtain a permit before holding a social gathering anywhere in the county outside an incorporated city, and requires compliance with all provisions of Chapter 13; the Board of Commissioners issues the permit only when the applicant demonstrates compliance, or the ability to comply, with applicable health laws, building codes, zoning regulations and safety rules. Civil liability for noncompliance rests with the persons responsible for obtaining the permit, and the permit must be posted conspicuously on site and cannot be transferred without Board consent.

205 caps the application fee, which the Board sets by order to cover the county's processing costs, at $5,000. 210 requires the application at least 60 days before the event and demands the property owner's and applicant's contact information, the tax lot number and zoning designation, estimated attendance and parking, a narrative on traffic, sanitation, waste and safety, and a detailed site plan; incomplete applications are denied with the fee returned less county costs. The Board may grant a multi-year permit of up to 5 years to an organizer with 3 consecutive years of properly permitted gatherings.
