Billings, MT Special Events & Permits: Parade Permits (2026)

City Code Sec. 24-511 makes it unlawful to conduct, or knowingly join, a parade or motorcade on any public street, sidewalk, or alley without a permit. Applicants apply to the city administrator at least 30 days in advance (Sec. 24-512), listing organizer contact info, purpose, date, and the parade route, which must come from one of three established routes (downtown, Daylis, or Heights) unless the city administrator grants an alternate route (Sec. 24-503, 24-504). A council-set fee is due before the permit issues, though it can be waived on written request (Sec. 24-513). The city administrator can deny an application if the size or timing would unreasonably disrupt traffic, overextend police coverage, conflict with another permitted parade, or if the applicant refuses permit conditions (Sec. 24-514).
