Celina, TX Special Events & Permits: Parade Permits (2026)

Celina's code makes it unlawful to conduct a special event, including a parade, without first obtaining a permit and paying the fee on the city's current fee schedule. Applications must be filed at least 60 days before the event, though the special event manager or review committee can shorten that to as little as 21 days depending on the event type; late applications can trigger an expedited review fee. Covered events include parades, rallies, festivals, carnivals, and any gathering that closes a street, blocks a right-of-way, erects a tent or stage, or sells food, merchandise, or alcohol where otherwise restricted. Applications must detail the route, participant count, vendors, insurance, and cleanup plan, and events on city property require an indemnity agreement and a $10,000 surety bond. Exemptions cover events on properly certificated private property, National Night Out, funeral processions, official military or government functions, and events granted a city manager waiver.
