Franklin Township, PA Special Events & Permits: Parade Permits (2026)

Section 15-107 of the Motor Vehicles and Traffic chapter, adopted by Ord. 2009-05 on 8/19/2009, defines an 'assemblage' as a gathering of people without vehicles that interferes with pedestrian or vehicular traffic on a street, and a 'procession' as a group of individuals, vehicles, animals or objects moving along a street in a way that interferes with normal traffic movement, expressly excluding funeral caravans and military convoys. Holding or joining an assemblage without first obtaining a no-fee permit from the Board of Supervisors or its designee is unlawful; the application must be filed at least one week before the event, or three weeks ahead if a state-designated highway would be used, and the permit fixes the place, date, and the hours the assemblage may convene and must be dispersed.

Processions follow the same fee-free permit structure but with a two-week minimum lead time (again three weeks for a state highway), and the permit must specify the date, route, assembly time and place, start time, and the deadline for the procession to disband. Acting outside the permit's stated time, place or route is itself unlawful, not just acting without a permit at all. Section 15-108 separately empowers Township police officers to direct traffic on Township highways and intersections to enforce this and related provisions.
