Franklin Township, PA Special Events & Permits: Park Event Permits (2026)

Section 16-108 of the Franklin Township Code (Chapter 16, Part 1, Ord. 2012-01, 4/18/2012) sets the reservation system for every park the township operates. Absent a reservation, use is first-come, first-served. Priority reservation is available four ways: by annual permission from the Board of Supervisors; for school, college or league athletic games, practices, contests or exhibitions approved by a township representative; for regularly scheduled municipal recreation programs; or by township permission granted for a specific requested use. Park fees are set according to fee schedules kept on file at the township office rather than fixed in the ordinance text.

This reservation authority connects to two related provisions: § 16-102 sets standard park hours as sunrise to dusk, seven days a week, but allows a township representative to approve special events that use the park during hours it is normally closed, and § 16-103, Subsection X separately requires anyone planning a public meeting or rally of more than five people, or an organized march or drive by a military, political or other organization, to first obtain a township permit by submitting a statement naming the organization, its purpose, expected number of attendees, expected duration, and the person or persons in charge.

Section 16-107 lets the Board of Supervisors add further rules for reservations and events as needed. Any breach of the reservation system, including using a park facility without required permission or exceeding the terms of a permit, is enforced as a Chapter 16, Part 1 violation.
