1 defines a parade as any assemblage of ten or more persons engaged in an organized procession of any duration along a public sidewalk, street or highway, following a route, whether predetermined or not, and bars anyone from engaging in, forming or starting one without a Chief of Police permit. 2. 3 the parade chairman must file with the Chief of Police not less than five and not more than ten days before the date, naming the chairman, the organization if any, the date, route, starting and ending points, the approximate number of people, animals and vehicles involved, the assembly location, and the hours the parade will run.

Late applications may still be considered for good cause. The filing fee is $100. 4 gives the Chief of Police three days to act: a denial must be mailed with reasons, but the Chief can instead offer an alternate date, time or route, which the applicant has one day to accept in writing. 6 bars anyone from interfering with the parade or driving through it while in motion, and lets the Chief of Police restrict parking along the route with posted signs.
