3 gives the Director of Recreation or a designee authority to issue both individual and organizational permits for use of any recreational facility under the Department's purview, including athletic fields, courts and reservable park space. Every permit states the type of use, the location, and the date and times it authorizes; a group using the facility outside those bounds is operating without a permit for that use. The residency requirement that otherwise governs facility access does not apply once a group holds a Director-issued permit covering more than 24 people, which lets non-resident-heavy leagues and organizations use city fields under the same permit system.

Any organization, group or entity running a program that the Recreation Department itself does not sponsor must supply a certificate of insurance for $1,000,000 naming the City of Linden as an additional insured, sign the City's user agreement, and pay the applicable fee from the current City of Linden Fee Schedule before the permit issues. A fee waiver is available but must be requested from the Director of Recreation and approved by the Chairperson of the Council Recreation Committee. Permit holders are responsible for cleaning up after their own games, practices or activities, bagging debris and placing it in receptacles at the field.

City-sponsored games and events always take priority over any outside permit, and permits issued to the Linden Board of Education outrank any other field permit. If a field becomes unusable for any reason, the City notifies the permit holder, and continued use after that notice triggers automatic revocation of the permit.
