Yuba County, CA Special Events & Permits: Parade Permits (2026)

Chapter 8.10 defines 'event' broadly to include 'neighborhood block parties, street fairs and school carnivals,' and 'highway' to mean any public street, alley, sidewalk, or park in the unincorporated area (§ 8.10.010). A permit application must go to the Public Works Director on the County's form, listing the applicant's name, the time, place, route and termini, the estimated number of participants and vehicles, the purpose, and whether the applicant's permit has ever been suspended, cancelled, or revoked (§ 8.10.030), filed at least 30 days before the event with a nonrefundable fee under § 13.20.600 (§ 8.10.040).

The Public Works Director can route the application to the Highway Patrol for review, completed at least two weeks out, and must grant it on finding that the parade won't substantially interrupt traffic, won't divert so many officers or ambulances that normal county-wide coverage suffers, won't block firefighting access, won't provoke disorderly conduct or property injury, and will move from start to finish 'expeditiously and without unreasonable delays' (§ 8.10.050). Once approved, the Department of Public Works notifies all emergency agencies covering the route (§ 8.10.060). Before the permit issues, the applicant must file a certificate of public liability insurance naming Yuba County, its officers, agents, and employees as additional insureds, in an amount of $300,000 combined single limit (§ 8.10.070).

An applicant unhappy with the Director's decision has ten calendar days to file a written appeal with the Board of Supervisors, which must hear it within 30 days; there's no charge to appeal (§ 8.10.080).
