Section 71.44 sits in Chapter 71 of the Noblesville traffic code, adopted by the Common Council under Ordinance 65-7-89 on August 14, 1989, in the Other Driving Rules subchapter alongside the muffler and funeral-procession rules. It applies once a funeral, procession, or parade reaches 200 or more participants or musters 25 or more vehicles: at that size, the event may not occupy, march, or proceed along any Noblesville street without a permit issued by the Police Chief, plus compliance with whatever other regulations the Police Chief attaches to the permit.

The Armed Forces of the United States, Indiana's state military forces, and forces of the Noblesville Police and Fire Departments are excused from the permit requirement regardless of size. Organizers must submit their permit request at least two working days before the event, giving the Police Chief time to arrange traffic control, coordinate with the Board of Public Works & Safety on any street closures, and set conditions such as a route or start time.
